Tinubu Bans MDAs from Buying Foreign Goods Without BPP Waiver, Launches ‘Nigeria First’ Policy

In a bold move to promote local content and strengthen Nigeria’s economy, President Bola Tinubu has banned all Ministries, Departments, and Agencies (MDAs) from purchasing foreign goods or services that are available locally unless the Bureau of Public Procurement (BPP) grants a written waiver.

The Renewed Hope Nigeria First Policy initiative was unveiled following the fifth Federal Executive Council (FEC) meeting of 2025 at the Presidential Villa, Abuja.

According to Mohammed Idris, Minister of Information and National Orientation, the policy is a deliberate economic shift aimed at ensuring government spending directly supports Nigerian industries and products.

“It seeks to foster a new business culture that is bold, confident, and very Nigerian,” Idris stated, comparing it to the former U.S. President Donald Trump’s ‘America First’ policy.

The federal government says the policy will transform procurement processes, boost local manufacturingempower indigenous businesses, and reduce dependency on imports.
