The Federal Government of Nigeria has officially launched the implementation of the Dual Mandate Policy, which, following the passage of the Federal Colleges of Education Act, 2023, will enable Federal Colleges of Education (FCOEs) to award both Nigeria Certificate in Education (NCE) and Bachelor’s Degrees in Education.
President Bola Ahmed Tinubu signed the policy into law. Education Minister Dr. Tunji Alausa announced it in Abuja, describing it as a revolutionary step in teacher education reform aimed at enhancing access, quality, and institutional autonomy.
With the rollout, FCOEs meeting National Universities Commission (NUC) standards can now independently offer degrees, without requiring university affiliation.
The move is expected to boost teacher quality, address declining enrollment, and modernize teacher preparation nationwide.
The Minister emphasized: “No nation can rise above the quality of its teachers. This policy strengthens our education system by ensuring every teacher is trained, qualified, and prepared.”
